Here's the thing though the whole point of it is just so that it's easily legible for a publisher or agent. Those formatting gelines are basic neutral inoffensive idiot-proof; they're there to prevent disastrously unreadable flights of formatting fancy. I don't honestly care if a manuscript is in Times New Roman or if it's in Calibri or something as long as it's easy to read. If it's 11 or 13 points I don't really mind. The gelines are there to prevent you from submitting a manuscript in 32-pt orange Franklin Gothic or worse Comic Sans. (I work in children's books and I have seen way too many purple Comic Sans manuscripts.) These days it's less important because almost all submitted manuscripts are Word documents and as an editor if I don't like the font I just CTRL-A and change it. I like to read off screens in sans-serif fonts for some reason so I go to 12-pt Gill Sans with a ragged-right margin. Basically don't sweat it too much. Follow any submission gelines you're given by whomever you're submitting to and if there aren't any go for something neutral and un-fancy.
